Under Section 117 of the Higher Education Act and the CHIPS and Science Act, the University of Oregon must report to the federal government information about incoming gifts and contracts from foreign sources.
Departments that enter a contract with or receive a gift from a foreign entity are responsible for notifying the Export Control Office, which then compiles the financial data and submits the required report to the federal government.
Central offices, such as UO Advancement and Sponsored Projects Services, notify the Export Control Office of incoming foreign financial gifts and contracts on behalf of individual departments.
However, if your department entered into a contract with or received a gift from a foreign entity July 1, 2025–December 31, 2025 and such transaction did not go through a central office such as UO Advancement or UO Foundation, Purchasing and Contracting Services, or Sponsored Projects Services, the department must report the transaction to export controls no later than January 15, 2025.
