Electronic Proposal Submission Portals

The following is a partial listing of sponsors that require or allow at least partial electronic proposal submission and a brief description of each system. These systems require an Authorized Organizational Representative (AOR) to approve and submit proposals.   It is important to create a record in the Electronic Proposal Clearance System (E-PCS) as soon as possible so that the review and approval is completed in time to meet the sponsor's deadline. 


Grants.gov

Grants.gov is the centralized portal, established by the Federal government, to provide a unified electronic source that will allow Principal Investigators (PI) to both find funding opportunities and download grant application packages (GAPs). Contact your Sponsored Projects Services (SPS) Pre-award SPA early on in the process of assembling a GAP and ensure an EPCS record is created to accompany the submission of the application package. National Institutes of Health (NIH)

Sponsored Projects Services (SPS) regularly submits Grants.gov grant applications to NIH. Prior to submitting an application to NIH, Principal Investigators, Senior Research Associates, Postdoctoral Researchers, Graduate Students and Undergraduate Students must have eRA Commons IDs.

SPS will register UO personnel on eRA Commons. Registration forms are available at National Institutes of Health (NIH) eCommons System Registration and should be completed and submitted to sponsoredprojects@uoregon.edu.

National Science Foundation (NSF)

NSF requires electronic submission for all proposals, including revisions and supplements, using the FastLane system. Sponsored Projects Services will register UO personnel on NSF Fastlane. Registration forms are available at National Science Foundation Fastlane Registration Form and should be completed and submitted to sponsoredprojects@uoregon.edu.

The PI should use the "Allow SRO Access" utility in FastLane to enable SPS to view the proposal online. Once administrative approval of the budget in E-PCS is completed, the PI will complete the proposal in Fastlane.  PI will then notify SPS SPA that the proposal is ready for submission. SPS then reviews and electronically signs and submits the proposal to NSF. Department of Education

The Department of Education uses Grants.gov, where applicants can find funding opportunities and a Grants Application Package (GAP) for completion and submission at grants.gov. SPS SPAs will submit all Department of Education GAP proposals.  See links above under Grants.gov for more information on the submission process. NIH Grants.gov

National Aeronautics and Space Administration (NASA)

Some NASA offices require PI's to submit letters of intent or applications via NSPIRES. Refer to the opportunity guidelines and contact your SPS SPA for more information. NSPIRES

American Heart Association (AHA)

Electronic submission is required, and electronic Authorized Representative approval is required at the proposal phase by AHA.

If a proposal is successful, the PI must complete an Award Agreement Form provided by AHA. Only when AHA receives the completed form will they issue the award for the successful proposal. American Heart Association

Proposal Central

Proposal Central is a web based grants management system allowing grant-making organizations to simplify receipt and review of applications Participating organizations include: Alliance for Cancer Gene Therapy, Alzheimer's Association, American Cancer Society, American Lung Association, Arthritis Foundation, Cancer Research and Prevention Foundation, Cystic Fibrosis Foundation, Juvenile Diabetes Research Foundation International and Paralyzed Veterans of America.
