Contracts, Memoranda, and Agreements with Foreign Entities

Individual employees are not permitted to sign contracts, memorandums of understanding, material or data transfer agreements, grants, or other types of agreements. Agreements should generally be treated as sponsored projects, even if those agreements are unfunded, and routed through Sponsored Project Services.

Export controls works closely with Sponsored Project Services to screen foreign sponsors, foreign collaborators, foreign contractors, and foreign subawards.

Research agreements sponsored by private industry are developed with Industry, Innovation, and Translation (IIT) and routed through Sponsored Project Services.

Export controls works with IIT to screen foreign entities prior to the execution of agreements. Our team also determines whether an export control license is needed before transferring materials or data under a material transfer agreement or a data transfer agreement.
