UO departments shipping materials internationally—excluding immigration, marketing, admissions, and published research—must submit an International Shipment Form before sending through UO Mail Services or external carriers, such as US Postal Service, UPS, FedEx, or DHL.
After submission, the form provides next steps. If using UO Mail Services, you’ll receive a pre‑populated document to print and attach to your package.
Forms are typically reviewed within one business day. Additional compliance steps may be required depending on the shipment.
Unauthorized shipment of export-controlled items may lead to significant federal civil or criminal penalties, including but not limited to temporary prohibitions on international transactions. Departments are responsible for ensuring they have proper approvals.
Shipping Biological Materials
The Export Control Officer must approve all international shipments of biological materials prior to shipment. Unauthorized shipments of any material listed on this page may result in significant federal civil or criminal penalties, including but not limited to temporary prohibitions on international transactions.
Special Note: Shipments to Iran
Due to Iran’s status as an embargoed country, the UO must take special compliance measures for shipments to Iran. In general, the UO cannot send physical shipments to Iran.
While the Export Control Officer may in certain circumstances apply for an export license, such requests are often denied by the federal government. Please email the Export Control Officer prior to engaging in any shipment to Iran.
Special Note: Shipments to Russia and Belarus
Due to federal sanctions, most items with an export classification number require a license before shipment to Russia or Belarus, even if those items not typically considered sensitive.
