Other Regulations and Regulatory Agencies

Purpose: To give a brief description of some other federal and state regulatory agencies involved with animals used in biomedical research.

Scope: All University faculty, staff, researchers, and students who use or care for laboratory animals.

Department of the Interior

Fish and Wildlife Service

The Fish and Wildlife Service is the federal agency charged with enforcing the Endangered Species Act and the Convention on International Trade in Endangered Species (CITES). These regulations designate endangered or threatened species and, with limited exceptions, prohibit their use. Institutions which seek to use species covered by the Act for scientific research must obtain a permit from the Federal Wildlife Permit Office.  If an institution needs to import an endangered or threatened species, appropriate export and import documents must be obtained in advance as required by CITES.

State Agencies and Regulations

Oregon Department of Fish and Wildlife

This agency administers state law which regulates the importation, quarantine and housing of non-indigenous wildlife species and the collection and use of native species. Institutions seeking to import restricted or prohibited species for research must obtain the appropriate permits through this department.

Oregon Division of Health

This agency is charged with investigating reportable infectious health diseases which have a possible zoonotic source.  Compliance requirements may involve such measures as the posting of potentially hazardous animal areas and monitoring an institution for zoonotic effects on human health.
