A Notice of Proposed Rulemaking (not a final rule) was published by HHS and 16 other federal departments and agencies. This notice proposes further delay of the implementation and compliance for the revised Common Rule to January 21, 2019. This also proposes a limited application of three burden-reducing provisions that could be implemented during the additional 6-month delay. The NPRM is issued with a 30-day comment period.
